Why don't members of the Domain Admins security group have access to the directory until UAC is disabled?

There is a server 2008r2 virtual machine. The domain is up. The user admin1 has been created and is a member of the Domain Admins group.
Created a test directory "G:\New Folder" that does not inherit permissions from its ancestor, the only group that has access to this directory is "Domain Admins".
Until I disable UAC, admin1 does not have access to "G:\New Folder", everything can be seen in the screenshot.

How to solve this problem? I need UAC, and I don't want to turn it off. If you create another security group, example test, and add admin1 to this group, and add test to ntfs acl to "G:\New Folder" and relogin, then UAC will not block access.

Try changing the "User Account Control\ Run all administrators in Admin Approval Mode: Disabled " domain or local group policy value for this server
