Why doesn't Wireshark see packets from other devices on the network?

I launch, then, a shark (we will call it that) on behalf of the superuser. I select the interface wlan0 (I am connected to the access point with it). The phone is also connected, when I entered ifconfig on it (phone), I found out that it has IP 192.168.0.17 (the last digit in the laptop is 16).
But the shark does not see a single packet to / from the phone, at that time, so I open all sorts of sites from it. What can I do to see all packets from/to all devices on the network?

Now, if the sniffer was launched on the access point, you would see all the traffic of all devices, otherwise you will see only the traffic of the device on which the sniffer is running, the broadcast traffic that all devices on the network hear and the traffic that got to your device by mistake (but so you need to see it as @padla2k said ).
Make an access point out of your laptop, connect your phone to it and listen to the traffic.
