Why doesn't wakeonlan fire after windows shutdown?

There is a PC
processor - Intel Core i7 3820
mother - Asustek Rampage IV Formula it has a built-in Network Adapter Intel (R) 82579V Gigabit Network Connection
PSU - Cooler Master Silent Pro M2 1000W
Windows 10
BIOS enabled WOL, option enabled for WOL to also work on PCI devices. If you turn off the PC after these settings, then WOL works, but if you boot into windows and do a shutdown, then WOL does not turn on the PC, however, if you turn on the computer and turn off the power button (without holding it) before loading win, after that WOL also works - this is somehow strange, in order to be able to turn on the computer remotely, I have to start the computer after completion of work and turn off the power button before loading Windows. I thought this function in the BIOS might affect this mode of operation after power is restored:
1. OFF 2. ON 3. Last state.
I tried all three options, everything is the same, if you do a shutdown from win, then wol does not work.
PS The PC is connected via APC by Schneider Electric Power-Saving Back-UPS ES 8 Outlet 700VA 230V CEE 7/7, but I don’t think that this somehow affects, although for the sake of experiment I’ll try to plug it in directly if possible.
