Why doesn't VPS (Parallels Cloud Server) boot after reboot command?

Greetings to all,
I used to rent VPS only based on Xen and OpenVZ, there were no problems. Now I ordered a server based on Parallels Cloud Server (Debian 7) and after the reboot command it does not rise, hosting technical support is trying to convince me that this is normal and that the server needs to be rebooted exclusively through the panel.
Tell me, is support trying to "talk my teeth" to me, or is it really "normal"?

Regular OpenVZ has a vzevent module in the kernel, which sends notifications to the userspace about container restarts. They should be caught by the vzeventd daemon, which calls the start/stop/reboot/mount/umount handlers.

Either this functionality has not yet been completed in PWS, or the hoster has not configured it. Rather the second.

Reboot through the panel, actually what's problematic in this? Rebooting the server is not an everyday procedure - it is not often necessary to bother with it.
