Why "/etc/nginx/snippets/snakeoil.conf"?

Content:

# Self signed certificates generated by the ssl-cert package
# Don't use them in a production server!

ssl_certificate /etc/ssl/certs/ssl-cert-snakeoil.pem;
ssl_certificate_key /etc/ssl/private/ssl-cert-snakeoil.key;

And can it be included in the config of a site that needs a self-signed certificate?

This is a plug instead of a normal certificate, so that https would be, but fake.
A normal certificate can be made for free via letsencrypt.
