But the point is that you have virtualbox under Windows, and you are trying to run Vagrant from under the Linux Subsystem. Naturally, he does not see the installed Virtual Box.

Linux Subsystem sees the installed software with Windows only as files.
And the software sees only its own.
But you won't be able to install VirtualBox inside the Ubuntu Linux Subsystem.
Use the native Vagrant on Windows, not the Linux version.
