Why doesn't Upwork want to register a profile?

I'm helping a developer friend create and upgrade a profile in Upwork. They indicated that he is a Unity developer, additional skills in Java FX, Java EE, C #, Spring Framework, .NET Framework. Moreover, they added screenshots of the games he worked on to his portfolio, indicated his education and work experience. In general, they did everything except the tests. In a week, we will start doing tests.
3 times the profile was not "approved" by the administration of the exchange, with a reference to the fact that there are already many such specialists and they do not have the opportunity to register it. It is recommended to reconsider the profile and the specified skills.
I have no idea what the problem is. I have been working for Upwork myself for several years, fulfilling non-technical orders and have never encountered such difficulties.
Tell me what could be the problem?
Is this related to the latest changes in the work of the exchange?

Register as a client. Create a project that your friend can do. And see what skills those who respond and have recently registered have. :)
