I can't verify my paypal account, what could be the problem?

I completed a couple of orders for upwork, I decided to withdraw funds. To understand the whole process.
I did not bother for a long time and chose paypall. Though the course there is sad.
I registered on paypall, added a current account and waited 4 working days for the confirmation of the account to arrive (as I understand it, they send 2 amounts not more than 1p and they must be indicated when confirming the account).
4 working days passed, I did not wait for this confirmation, that is, I did not find it in the bank statement. I decided to try again, deleted the account and added it again and continue to wait 4 working days, but 3 working days have already passed. So nothing came.
Bank Raiffeisen.
It makes no sense for me to bother with a payoneer, since my earnings on a freelance exchange are minimal.
Wrote in those support while they are silent.
Maybe someone had such a situation that it takes a couple of weeks to confirm your account)

If you are verifying a Russian account from a non-Russian IP, it will not work, usually everything is solved by calling Russian PayPal technical support.
