PayPal: change country. How to change without support?

The point is this: I am a citizen of Belarus, and a year ago it was impossible for Belarusians to register on PayPal, and I registered as Latvia. But now PayPal is starting cooperation with Belarus and the question is: how to change the country so that I would not be banned?

In accordance with the regulations governing banking activities, you cannot change the country in the address to a country other than the one that was specified when opening the account. If you are moving overseas, you will need to close your existing account and then open a new one. If you live in two countries, then you can use two PayPal accounts.

Open the second one with the desired country, at one time I tried to change it, but alas, the support will not help here.
