Good afternoon, there is a need to buy goods in US stores where you need their billing address, but I have a billing address in Ukraine. How can I get around this, will a Payoneer card tied to PayPal help. e.g. walmart.com

The billing address for your Payoneer card is your own residential street address. To have a US billing address you must be a permanent resident of the US .
The messages you are getting are canned responses, PAYPAL does not work with Paynoneer bank,so dont waste your time,find another bank to link with your Paypal account.
1) Try to look for intermediaries, if these are not frequent purchases
2) Try to look for information whether the address will work from virtual offices, for example, through Shipito. I sent checks to myself through them, when, under the terms of the affiliate program, they sent them only via US. But that was 5 years ago. And cheap and convenient.
And they pack well so that it doesn't break.
And parcels are combined into one big one to make it cheaper.
Often the billing address is not enough. Many and the delivery address - only in the USA require.
Intermediaries also solve this problem.
