Why doesn't the "system monitor" widget display the load status the way it does?

In fact, less than 50% of RAM is full, but in the widget, the middle column is almost full. Why does it display like this?

It turns out that on the widget panel, the status of absolute RAM fullness (including cached) is displayed, and in the pop-up window and the system monitor - the actual occupied RAM.
