Why doesn't the search return a relevant page?

Hello, description of the situation: there is a gymnastics school with different directions, in different cities. A page optimized for key local queries has long been created for each branch, for example, the Kalininsky district in St. Petersburg . But the search is not something that will not return this page for "rhythmic gymnastics in the Kalinin region" and other keywords, but even for a branded one, like "gzhatskaya gymbalance" (this is a super low-frequency query just for this page), it can and will give out, but not on the first page.
What could be wrong? I understand that search engines are a black box, that's how they considered it better for the user, but how to convince? Headlines, meta, text are all according to the canons, the content is unique.

You need to take both pages. For each, calculate the BM25 for the keyword and see which page has it higher, which one is more relevant.
If the actual relevancy does not match the expected one, refine the page.
It's important to understand that the BM25 doesn't just have to be bigger. It should not be pushed into space, which will indicate overspam on the page. And such a page can be downgraded/excluded by algorithms.
