Why doesn't the rule from rc.local work?

there is ubuntu 16.04.5 LTS and the following rule does not work in it from rc.local: iptables -t nat -A POSTROUTING -o eth0 -j MASQUERADE
if from the console, then everything is fine. What could it be?
