How to use a proxy password that has '@' in it?

Good day,
Tell me how to correctly specify the password for the proxy in Ubuntu 16.04.
Previously, it was not necessary to use a password with '@'.
If it is simply specified in the form: http://test.ru\user:[email protected][email protected]then the system tries to connect to [email protected].
I guess there is some kind of special character that tells how to properly handle '@' in a password, but I couldn't find it online

I'm not sure about ubuntu, but according to the standard, there should be a URL-encode, i.e. %40 instead of @
http://test.ru\user:p%[email protected]
