After moving from the server from Cpanel to IspManager, some problems began:
The wpfilebase module, through the browser, files with Russian names are displayed with questions.
They can be downloaded directly, the names are spelled out normally in the database.
Abracadabra is visible on FTP.
The rest of the files uploaded to FTP with Cyrillic are normally seen by the FTP client, but question marks in the terminal.
Files created with the Russian name of the terminal are seen as abracadabra on ftp.

P.S. Experiments
On FEAT commands, I noticed that the server on cpanel gives the value utf8 - no ISP.
If WINSPC is forced to work with UTF8 - these files from FTP on the ISP server are visible correctly
