Why doesn't the Exchange hierarchical address book appear?

The situation is this.
Exchange 2016 CU12 forest level 2012r2, Outlook 2016 and 2013.
Created hierarchical address book, entire process went smoothly. Actually, it's hard to go wrong.

New-DistributionGroup "AAA" -OrganizationalUnit "HAB"
Set-Group "AAA" -IsHierarchicalGroup $true
Set-OrganizationConfig -HierarchicalAddressBookRoot "AAA"

Get-Group -OrganizationalUnit "HAB" | Where {!($_.IsHierarchicalGroup)} | Set-Group -IsHierarchicalGroup $true

But the "Organization" tab in the Outlook address book does not appear. I updated the address book manually and also waited for a daily automatic update.
Get-OfflineAddressBook | Update-OfflineAddressBook
passes normally, on clients the address directory is regularly updated.
What could be the snag? Judging by the Microsoft documentation, the procedure for creating an address book of this type is very trivial.
UPD. A similar case came up . Indeed, Exchange is deployed on 2012r2 EN, and Outlook clients rus.
In this case, the question is - how fraught is it to install the Russian locale on the server with Exchange?

1. Make a DB backup, and check the recovery from the DB backup.
2. Install all updates on Windows 2012 R2 and Exchange.
3. Check the installed language pack for Exchange. If necessary, install it.

4. Install the language pack for Windows 2012 R2.
Install or Remove Language Packs Windows Server
PS. 50/50 Be prepared to reinstall Exchange. There have been a couple of times that Windows Server has crashed after a language pack.
