How to share "Task" from MS Outlook for executives?

There are users with MS Outlook, where they create tasks for themselves, solve them, etc. The management wanted to monitor this matter. How can this case be resolved / resolved apart from directly sending an invitation to tasks from a client machine? There are many users, the structure is rather strongly hierarchical. There is AD and Exchange, but Google has not yet led to the desired result. Help plz.

ms project, shareponint, ticket system - mantis, rt, servicedesk. And tasks in Outlook are a personal matter for everyone.
Here in Outlook 10, the task can be done from a letter, but it's still somehow idiotic.

powershell has the Set-ManagedFolder cmdlet, which, according to the description, should exactly answer the request ...
