How to share "Task" from MS Outlook for executives?

There are users with MS Outlook, where they create tasks for themselves, solve them, etc. The management wanted to monitor this matter. How can this case be resolved / resolved apart from directly sending an invitation to tasks from a client machine? There are many users, the structure is rather strongly hierarchical.
