Why doesn't the advanced audit policy change?

Good day.
The essence of the problem is this: when I change the advanced audit policy in gpedit (in particular, "Audit the use of privileges that do not affect confidential data" and "Audit the use of privileges that affect confidential data"), then after restarting gpedit, the policy is not applied (not configured). Gpupdate.exe gpupdate /forceand restarting the server don't help. I feel that something is blocking the application of these policies, but to understand what exactly, the low level of Windows administration does not allow.
