Why doesn't Server 2012 R2 issue RDP licenses?

Good day!
We have:

  • Freshly installed Server2012 R2 with all updates to date
  • A dozen clients working in 1C via RDP
  • All in workgroup, no domain
  • A configured terminal server with 100 per user licenses installed

For some reason it does not issue licenses. Is this normal, or am I setting something up wrong? The licensing diagnostic tool says everything is fine. Why then 0 issued licenses if users are actively connecting and working?

Если сервер свежеустановленный, то там есть триальный период CAL. Заканчивается вроде через 180 дней. После чего начнется жор установленных лицензий на сервере лицензирования.

Посмотрел на двух хостах у себя, оба выдают лицензии на пользователей, и счетчик выданных то же не изменяется ( везде пишет 0).
Я думаю этот счетчик работает, только для лицензий на устройства.

Hm. It's weird then. What in that case sense of these licenses "on the user"?
But will there not be such a problem in this scenario, as I had earlier on Server2003, when connecting the user received the error "The remote session was disconnected due to lack of available licenses ..." and then I had to clean up HKLM\SOFTWARE\Microsoft\MSLicensing ?
