Why doesn't Mikrot initialize L2tp+IPsec connection?

Welcome all!
There are two home Microta 951s. White dynamic addresses. DDNS works great. But when changing IP and updating DDNS on Mikrot, which is L2tp+IPsec server, the second Mikrot, which is a client, cannot connect to the first one. But as soon as you connect from a PC or phone to the first Microt, then the second, bitch, is instantly connected. I know this is a known issue, but I don't know if it's a Mikrotov bug or a misconfiguration.
