How to start learning for VPN server settings?

I am a programmer, mainly a web developer.
As I understand it, this is more related to system administration (SISadmins).
I want to set up a VPN server. Our team will join.
I would like to clarify with you whether Linux is needed, or maybe some other OS. If Linux, which distribution is better to use.

I basically want to use the latest "patches" responsible for security.
In addition to all this, how can I automate user registration by their ip or maybe by the serial number of the device. As you advise.
I will develop the application myself, but I don’t know how with the server at all.

I recommend setting up OpenVPN, this is the de facto standard in the industry, it is supported by almost all operating systems.
You need to find any instruction on how to set up a VPN based on OpenVPN and follow it and get a working system, then change it to fit your needs.
