Why doesn't mail and icloud settings open on MacbookPRO?

Greetings.
Please help...
I have a macbookpro with the latest macOS installed. In the evening I closed the laptop, in the morning I opened something and rebooted it. I click on the launch icon of the Mail application - the icon jumps and that's it, nothing happens. Next, I climb into the settings - I press icloud - it says that it can not open the settings window. I'm trying to go to "Internet Accounts" - also, I can not open the settings window.
The rest of the settings open normally (mouse, screen, etc.).
Before this glitch, I did not install anything, I did not do anything like that.
Tell me what could be the matter and how to win?
I thought it might be somehow (as in Windows) to reinstall individual components of the operating system, but I did not find how. )) There is no disk - the system was bought via the Internet (and updated). The computer is not new, it was bought before 2012.

Try restoring file permissions in Disk Utility.
