cmd + r not working on mac

I have an old poppy from 2006, it has macOS 10.6.8 When I turn it on, I hold cmd + r and nothing happens, it just continues to load on the desktop

there is no recovery partition on snow leopard and cmd + r will not work, you can only rearrange the OS from the disk.
