Why doesn't iCloud plan change after payment?

Greetings!
In iCloud, the free account limit (5GB) has long been used up.
I decided to switch to a paid tariff of 50 GB for 59 rubles / month.
I chose a tariff plan on the phone, clicked "Buy", entered the card details. For some reason, 70 rubles were deducted from the card instead of 59 rubles. and nothing has changed.
There is still the same free plan for 5 GB.
Tried restarting iPhone - nothing changed.
I thought maybe some time should pass to change the tariff, but now 3 hours have passed and the day has changed, but nothing has changed.
Should the rate change immediately after payment?
If this is some kind of glitch, then where to contact about this?

When you link a card for the first time, a test write-off of $ 1 occurs, in theory, it should have returned to you immediately or after a while the amount will be unlocked. Although I personally also encountered when the amount was not returned, I had to write to the bank and as a result they returned weeks later 2)
Apparently, the payment for the service itself did not go through.
To understand whether the payment went through or not, go to iphone Nitroki -> Your account (at the top in settings) -> icloud -> storage management -> change storage plan and select the 50GB plan there if it is not selected.
