Background:
The man had an iPhone 5S 16Gb and 5 Gb iCloud, he took a lot of photos, at some point some of the original photos magically moved to iCloud. Then the person bought an iPhone 11 pro 256 Gb and transferred the data using the Side by Side migration procedure (from one phone directly to another). And now a person has bought himself 50 Gb iCloud. It turned out that some of the original photos are in iCloud, some are on phones.

How to collect everything in one place correctly and not lose anything?

Transfer from iCloud to PC
Install iCloud and iCloud Drive on PC, log in, set up synchronization.
When syncing, the original photos should end up in C:\Users\user\Pictures\iCloud Photos\Photos (default path).
Transfer from iPhone to PC, two different options

  1. In the "Photos" app on the iPhone, select all the necessary photos, click "share" and export to Files on iCloud Drive.
    All exported photos will be available on PC in C:\Users\user\iCloudDrive\Downloads (default path).
  2. Set up export of original photos to iCloud on iPhone (Settings - Photos - Upload to iCloud + upload originals.
    And then everything is synchronized through the iCloud program for PC

A non-obvious moment: by default, all files are stored in the cloud and when viewed on a PC, they are downloaded. To download all files in bulk, you need to select "always store on device" in the context menu of the file/folder.
