Why doesn't GPO for chrome work?

Set policy for chrome for work via GPO. Through gpresult / r I see that it was applied. I go to chrome, at chrome://policy I see that it is:

But it does not work. Why?

In general, I mixed up the parameters. Home page != the page that opens when the browser starts.
