Why doesn't Exim accept letters?

One of Rostelecom's mailers was blacklisted. The invoices and other documents stopped coming. Added it to the spamassassin white list - still does not accept. Not a connoisseur of mail systems, what can be done about it?

Here's the bullshit! spamassassin did not restart after adding the sender to the whitelist.
