Why doesn't DNS Bind forward queries to another DNS server?

Good afternoon!
I really need help or advice. There was a need to configure DNS, done on CentOS 8 Bind 9, the task should be simple, when accessing it, it should redirect requests to other servers. We made the minimal Bind settings, so they

registered the necessary servers in the forwarders. but for some reason, when executing the nslookup command, it does not redirect the request

, and if you add the ip of the dns server to nslookup, then it normally returns the desired response.

Is the bind process running in general?
Two tips:
- recursion yes;
- check the log - maybe there are errors
