On the dnsmasq server it listens on port 53
And it works well
On the tor dns proxy server it listens on port 9053 for anonymous dns requests
It also works well
Task: to cache requests to anonymous dns servers

If you register in resolv .conf with the first line 192.168.0.1:9053
, then dnsmasq in the logs reports that 192.168.0.1 will be ignored as a local interface and then starts using subsequent lines from the provider's IP.
A similar situation if you raise the tor dns proxy to 127.0.0.1
