Why doesn't dhcp from the L3 switch go to the neighboring switch?

Is available cisco 3750 and 2960
On both vtp of a DB vlanov is configured migrate instantly.
Also configured vlan10, 20
vlan10 192.168.10.1/27
vlan20 192.168.20.1/27
DHCP pools are also registered
192.168.10.0/27 and 192.168.20.0/27
exceptions for each subnet are also available from 1 to 9 hosts.
Essence of the question!
dhcp on 3750 gives out addresses (I really have to wait 30 seconds, but in the end I get the address according to vlan), but on 2960, addressing does not arrive at the ports distributed in vlan10.
I am absolutely green in this matter and I understand that somewhere is my jamb, but for the whole day I still did not understand what exactly.
Both on iron and in Packet Tracer did the same result.
vtp after all works - means trunks are correctly configured. Or not a fact?
