Why doesn't composer work in open server?

Actually, I solved this issue, but there are people who will have the same problems.
I downloaded the exe from the site. installed and chose path to php in open server.
This is where the problems begin. When I set up open server, I checked the "protect the server from external access" checkbox.
And because of this, composer could not access the php modules. (I removed the checkmark, everything works)
The issue is actually partially resolved, it is necessary to bypass this function somehow, or install it in the open server'a modules.
