If you have "OpenServer" (now called OSPanel) on your computer "and everything is fine" - it's best to use the console built into it. To do this, just run it, click on its icon in the tray (system tray) with the left or right button and select the "Console" item. The ConEmu program (aka "console") will start, in which all the necessary variables among are already correctly specified, incl. paths to PHP and Composer are registered. Moreover, the console will use the version of PHP (and all other parameters) that were specified in the OpenServer'a settings at the time of its launch, which is very convenient.
