wordpress not installing?

Faced the problem that vp is not installed. I don't understand what the problem is. I work on an open server.
After I unpack the folder and start installing, everything hangs on this screen.

More precisely, it doesn’t hang in an endless download
. The advice to wait is inappropriate, because I left it to load at night and in the morning the picture remained the same.
Literally a week I installed the same version of vp on the same open server and everything worked + I can interact with previously installed projects on vp.
What could be the reason?
Here is a list of things I did:
- reinstalled wp
- downloaded an earlier version of wp
- reinstalled open server
- tried using vamp instead
What could be the problem?

Can't install, don't install.
To do this, you just need to fix wp-config.php, entered the login and password to the database.
