Why doesn't background: (url) work on the server?

The property on the site for the background of the visual "headers" of the page does not work.
Everything works on the local server. For some reason, it swears at the path, although everything should be fine there, I checked the paths. For the sake of the test, I connected an image from another server altogether - the result is the same.

Use absolute paths.
This one will work, for example.
If you are sure that the picture is there, you should smoke.htaccess
