Why doesn't AppLocker block programs from running on the terminal server?

Configured AppLocker rules, enabled "Executable File Rules", updated group policies and rebooted the server, and the user can still run portable applications in his home folder. Why is this happening?

After starting the App Identity service, AppLocker worked!
