Is it possible in Windows Server to set the permissions on a directory so that you can view its subdirectories (directory tree), but without the ability to read the contents of the files?

Can. In advanced rights, there is a separate right to read the contents of a directory.
For the parent directory, you allow it, but you prohibit reading it.
Because If you want to see subfolders, you'll need to play around with the "Applies to" option in the advanced options and set inheritance.

FolderGuard software can do this super conveniently (works at the system driver level).
It is possible any processes, filters, users - to link as you like.
Including banning operations even on the system itself (user: system)!
