Why is there no access to ftp on the local network?

I set up FTP using the standard tools of Windows Server 2016 Essentials, but for some reason there is no access to it from the local network.
Locally by the machine to ftp will be connected through an explorer gives, requests a broad gull a pass.
When you try to connect from a computer on the local network, it gives out without even asking for login data:
"There is no access to the folder. Make sure that the file name is correct, and you have permission to access the folder.
Details:
Cannot connect to the server"
Through Total Commander also failed to connect ("Unable to connect").
The rules in the firewall are activated.

Disable the firewall completely for the test.
Most likely you allowed port 21, but forgot to allow the range of dynamic ports.
