How to synchronize FTP and local directory?

There is an FTP server and a local directory. We need a console utility that could perform one-way data synchronization. All new files would be uploaded from FTP to a local directory.
Need a console because. I plan to pull it from another application.
Windows OS.

Pull a directory from a remote server (synchronize the local directory with the remote one):
And vice versa, put the local directory on the remote server:
