Why doesn't 3proxy start?

3proxy does not start under Debian (9.9).
Compiled normally, with ODBC support.
ODBC is configured and working, checked manually.
3proxy does not work, there are no open ports (3128), it does not accept connections.
Minimal config (for test):
auth none
log
proxy
But it doesn't work with another config either, the situation is the same.
I made a trace using the command strace -o strace.log service 3proxy start

It seems that debian 9 uses systemd
init.d was definitely in Debian 7
Lots of "No such file or directory" errors
