Why does Windows take a long time to boot in a domain?

The essence of the problem is as follows.
There is a domain.
Win7 and WinXP machines have taken unusually long to boot. After entering the login/password on the Welcome screensaver, the car will load from 3 to 15 minutes. If you pull out the LAN cable, then after entering the login / password, the OS loads normally.
On one machine did a little experiment. Demolished the user's folder, cleaned the registry branch. I rebooted, logged in as a user again, his folder was created, and everything worked as before, i.e. normal loading.
What could be the problem?
At the moment, the problem remains on machines with Win 7.
