Why does Windows suggest moving some shortcuts and copying others?

During the Drag & Drop operation of shortcuts on the desktop, to a folder (also on the desktop), some shortcuts are moved while others are copied, and this strange behavior is observed only on the desktop, everything is fine in explorer and dragging moves, not copies shortcuts

The explorer has some kind of strange algorithm for separating files, or rather directories into classes, whether copying or transferring will occur by default depends on this, for example, if it’s just a file, it will be transferred, if it’s a virtual directory (such as Quick access or a library) then it will be copied. With labels it seems even more fun, it all depends on where it refers and for example one or more is transferred at the same time.
Such behavior from the very beginning scares away from using the explorer as something unstable and slow (it is very strange to expect that the beginning of the drag and drop will get to read the contents of the file), why do you think experienced users immediately switch to adequate file managers like far or total commander?
p.s. use drag&dropnot the left mouse button, but the right one, a menu will drop out where you can select an action.
