Why did the old language remain after changing the Windows 10 LIP when turning it on and off?
I installed the Lithuanian language through Windows Update, but when the system is turned on, it writes "Welcome" in Russian and when it is turned off, it writes in Lithuanian at the beginning, and then in Russian.
Windows 10 was assembled, maybe this is the problem?
How can this be corrected?

language preferences on the login screen and in the account differ because different registry hives are responsible for them: HKEY_USERS\.DEFAULT in the first case and HKEY_CURRENT\USER in the second.
