Why does windows 8.1 performance drop?

Decreased computer performance. The "Percentage of time the disk is processing read or write requests" is loaded at 100%.

How can this problem be fixed?

You have a paging file turned on and when the RAM is clogged, the unloading of processes on the hard drive to the paging file begins. Because of this, the hard one is loaded.
