Probably depends on the region. First, evaluate the quality of the signal in the place of intended use. At least just take SIM cards from friends of different OpSos and insert them one by one into your phone, or better into a whistle. If the signal level is the same for everyone, check the tariffs on the site for your region, although they seem to be the same for everyone, but this is not a fact.
From myself I can say that the roommate just now went around all the OpSos in order to choose cheap Internet for his phone, he found the best call / Internet ratio at the beeline. If calls are not needed, then there is a megaphone. 300 rubles per month, 10GB download threshold. I don’t know about the rest, because everyone uses a megaphone modem. Even people who are knowledgeable in this matter, which in itself is an indicator.
