Should the fans on the video card turn on one by one?

Hello gentlemen! I recently assembled an assembly and stuck an Asus ROG Strix GTX1080Ti video card there. I'll get to the point, when you turn on the PC - all three coolers work, and then stop, in theory up to 60 degrees, they should not spin - everything is normal here. But in games, I notice that only two coolers turn on under load, in the center and the right one from it, but the left one turns on rarely and for a short time, and then stops, this confused me a little and I decided to monitor the whole situation. On ultra settings in Gta V, the card warmed up only to 58 degrees, again, with only two coolers, the third turned on - but fleetingly. Then I nevertheless decided to run the benchmark (aida64), where at maximum load it turned out a maximum of 62 degrees. And the third cooler started spinning only at the end of the benchmark. Actually the question Is everything okay with the video card? Yes, the temperatures are great, but should the cooler on the video card behave like this? Is this a new fashion? =)
And yes, I will explain the situation. This is a temporary stand, that is, without a case and near a ventilated window, and the house is not warm, the batteries are turned off (we are cold-loving), the temperature outside is from +4 to +8-10. If that has any effect...
