Why does Windows 8.1 freeze for a few seconds when I hover my mouse over the Start button?

Yesterday I installed Windows 8.1 on a Lenovo ThinkPad x220 laptop. Everything worked fine until I enabled page file encryption via fsutil. After the first reboot, when you move the mouse cursor over the "Start" button or the system tray area, every time there is a complete freeze for 10-15 seconds, then for 1-2 seconds everything is fine. And so 2-3 times in a row. On the taskbar, in applications and on the desktop, the mouse cursor moves normally, without freezing.
After disabling encryption, the problem went away. Empirically, it was found that this behavior occurs only when the swap is completely disabled or its encryption is enabled.
LatencyMon showed two svchost.exe processes, but after I killed them by process id, nothing changed.
