What to do with uncontrolled permanent reboot of Windows 10?

The system rebooted for hours after the system tried to restore the previous version, the download was reset and started again ...
I tried to find the option to find a safe, normal boot, but everything was in vain and there seemed to be nothing needed in the BIOS ... But I can’t try everything because I don’t understand it all ... Can you help with advice here?
I went away on business, and when I returned, the laptop was already rebooting ... Before that, only the browser was turned on ... When I arrived, it was about 20-30 minutes waiting for it to stop rebooting and start working ... But no ... Stops reboot only forced shutdown through the power key .... Or when loading a BIOS call ... But the BIOS is probably not the same as usual ... Or xs what ... I can’t find it here if you can attach a photo ....

The situation is rather trivial.
First, disconnect the battery. Sometimes it helps to just turn it off, completely pull it out of the laptop.
If it doesn't help, you need to boot in any available mode and do a chkdsk of the system disk, sfc /scannow and / or use the recovery tools from the previous checkpoint.
If F8 does not work (especially on an SSD - it is almost impossible to catch the moment) - you can boot using the system recovery disk or any live Windows distribution.
If all else fails, reinstall the system.
