Why does winamp display Russian tags incorrectly?

I recently reinstalled the system, installed winamp 5.05, which I used before.
Found that he did not understand Russian letters.
I tried all the advice from Google, it does not help.
I remember that earlier, in order to teach him to understand Russian tags, you had to go to settings => plugins, there somewhere else and change the priority in id3, id2 and some other 3rd one.
Nobody remembers where to go and what to change?
