Why does Win 7 boot slowly from SSD (AHCI, SATA III)?

Hello everyone, the question is the following:
Win 7 (x64) is loaded rather slowly from SSD: 30-40 sec. in AHCI mode (SATA III), the same as in IDE.
How it started: after buying an SSD, I transferred the OS using Paragon Migrate OS to SSD 3.0,
I boot - it loads faster than from the HDD (~ 30 sec. vs. ~ 60), but not as fast as it could.
In the BIOS, I switched the mode from IDE to AHCI, I boot - the petals of the Win 7 symbol fly rapidly, it's breathtaking, but in the middle of the process we crash into a BSOD.
On the advice from the article on the Microsoft website

switched back to the IDE, set the registry
value HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Msahci\Start
to 0 ,
after that the driver is installed, we reboot, turn on AHCI - Windows loads as slowly as with IDE.
The disk speeds seem to be good (as measured by CrystalDiskMark):
Sequential Read (Q= 32,T= 1) : 481.259 MB/s
Sequential Write (Q= 32,T= 1) : 475.491 MB/s
Random Read 4KiB ( Q= 32,T= 1) : 262.498 MB/s [ 64086.4 IOPS]
Random Write 4KiB (Q= 32,T= 1) : 226.921 MB/s [ 55400.6 IOPS]
Sequential Read (T= 1) : 430.990 MB/s
Sequential Write (T= 1) : 451.022 MB/s
Random Read 4KiB (Q= 1,T= 1) : 29.466 MB/s [ 7193.8 IOPS]
Random Write 4KiB (Q= 1,T= 1) : 69.924 MB/s [ 17071.3 IOPS]
Test : 1024 MiB [C: 53.2% (59.4/111.7 GiB)] (x5) [Interval=5 sec]
Date : 2017/03/19 14:40:45
OS : Windows 7 Ultimate SP1 [6.1 Build 7601] (x64)
Win 7 puts it on 7.9.
I updated the hardware (everything except the disks and the power supply unit), noticed a feature: it began to wait 10 seconds when the Windows loading had already begun and the inscription appeared, but the Win-petals had not yet appeared.
Actions in an attempt to resolve the issue:
- Installed Microsoft Fix It [apparently, puts in the registry the same that I had already set manually before]
- Installed various drivers for "IDE ATA / ATAPI controllers": standard from Windows (set after changing the parameter in registry), different versions from the motherboard ...
- I tried to update the driver on the SSD [already the latest version]
- Off. other HDDs
- Tried other power/SATA connectors
- I tried to turn off DevSleep [apparently, it does not turn off or it's not his fault].
Maybe someone faced similar?
Is it really only left to reinstall Windows (or will this not help)?

Format the SSD and install Windows from scratch. There shouldn't be any problems.

Do not worry. You will reinstall Windows, you will be happy for half a year, and then you will return to these 30-40 seconds again. So either put up with it, or reinstall Windows at least once a year.
On the other hand, you can be glad that there will most likely not be an even greater degradation of the download speed. I have been loading for about three years at about the same speed, but right after reinstallation, but without drivers, but without antivirus ... It was fast, in general. It was, it's gone.

So, gentlemen, we increase the level of complexity:
reinstalling Windows did not help

This SSD does not immediately understand that it is a superman, chtoli ...
Or the motherboard explains it to him late ...
I'm not sure that the SSD is to blame,
on the previous hardware it had at least 1 quick creep (the very first one, when it flew into a BSOD ),
on the new one - none.
Or maybe I formatted it badly, maybe I needed a full format?
And, here's another one: there is a ~ 100 MB micro-partition on the SSD, I didn’t touch it, maybe something got stuck there? ..
