Why does the user's call not go, but goes back?

Skype latest version for both users. Both are online and see each other (Online status). When calling user A, user B, B - does not receive a call. If B > And the call passes. Both are clean on the blacklists. If A calls others, they see.
Please tell me what could be the problem?
